Rosalynn Hughey serves as Deputy City Manager for the City of San José. She provides leadership and coordination for city offices shaping the future of the City—including planning, housing, transportation, economic development, and cultural affairs. Building on her expertise in urban planning, Rosalynn’s career has centered on city-building, civic engagement, and “leading with people.”

Prior to joining the City of San José in 2014, Rosalynn was Deputy Director for the Washington, D.C. Office of Planning. She holds a bachelor’s degree in urban studies from the University of Maryland, College Park. Currently, She serves on the Executive Board of the Urban Land Institute-San Francisco. She is an ex-officio board member of SPUR San José. Rosalynn graduated with ALF Urbanism Class XXXIV.
